Summary

This vacancy is being concurrently advertised under merit promotion procedures for status candidates under announcement MP ST-10021553-17-HJ. Applicants who wish to be considered under both delegated examining and merit promotion procedures must apply to both vacancy announcements.

This position is part of the Under Secretary of Defense for AT and L, located in Arlington, VA (Pentagon).

The Deputy Assistant Secretary of Defense for Tactical Warfare Systems (DASD(TWS)), is responsible to the Assistant Secretary of Defense for Acquisition for the oversight of acquisition programs in assigned mission areas. Responsibilities include technical review and oversight of all DoD development and acquisition programs in the mission areas of Tactical and Strategic Aircraft, Tactical Land Systems, Naval Systems, Munitions, and Electronic Warfare. The directorate leads Overarching Integrated Product Teams (OIPTs) and is responsible for developing recommendations to the Defenses Acquisition Board (DAB) on major weapon system acquisition.

The primary responsibilities of the USD(AT&L) include:

  • Supervising Department of Defense acquisition
  • Establishing policies for acquisition (including procurement of goods and services, research and development, developmental testing, and contract administration) for all elements of the Department of Defense
  • Establishing policies for logistics, maintenance, and sustainment support for all elements of the Department of Defense
In addition to performing the above functions, the USD(AT&L) has oversight responsibility for: military installations and their environment; operational energy plans and programs; major weapon systems; missile defense programs; space and intelligence programs; and nuclear and chemical and biological defense programs, including Nunn-Lugar programs and the nuclear forces.

Help

As a GENERAL ENGINEER, NH-0801-4, your typical work assignments may include the following under supervision:

  • Manage the OSD acquisition program oversight and review process for assigned programs and activities in the areas of system acquisition and electronic warfare program management.
  • Responsible for technical, engineering, and programmatic review of DoD electronic warfare acquisition programs, and other major defense acquisition programs as assigned.
  • Review and evaluate monthly and quarterly status reports on assigned major acquisition programs including Selected Acquisition Reports (SAR) and Defense Acquisition Executive Summary (DAES).

Qualifications

You may qualify at the NH-04 level, if you fulfill the following qualification requirements:

One year of specialized experience equivalent to the GS-13/NH-03 grade level in the Federal service that demonstrates your ability to apply engineering or scientific theories, principles, concepts, standards, qualitative and quantitative analytical and evaluative methods and techniques (e.g., mechanics of structures, thermodynamics, systems engineering, electrical engineering, fluid dynamics, statistical test design) to support acquisition, test designs, system capability data review and analysis, to resolve unique or novel problems or issues, and to provide expert advice to leadership and/or officials responsible for broad program operations; Practical experience in areas related to acquisition of electronic warfare systems (i.e. electronic warfare, infrared countermeasures, or missile warning system programs) as they apply to DoD systems.

There is no substitution of education for specialized experience for the NH-04 level.

In addition to meeting specialized experience, you must meet the specific educational requirements for the General Engineer occupational series as described below. Transcripts are required at the time of application.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
